Construction Officer, NO-2, TA (364 days), #137485, Yaounde, Cameroon- WCAR

You report to Education Construction Specialist (Access and Resilience), as per the Country Office (CO) set-up and is responsible for providing technical support to construction activities of the country office. The technical support on construction projects includes planning, support to procurement, as well as monitoring of construction works on site. You will contribute to the overall efficiency and effectiveness of the implementation of the UNICEF Cameroon construction programme and support in designing resilient classrooms and continue to lead innovation in this area, including the greening of construction. You collaborate closely with UNICEF Programme/ Operations in defining construction interventions to meet programmatic needs and achieve results for children.

Summary of key functions/accountabilities:

  • Preparation of construction annual work-plan.
  • Collaboration with UNICEF Programme and coordination with Government counterparts.
  • Preparation of design and technical documents.
  • Support to procurement process.
  • Monitoring of construction projects.
  • Monitoring environmental and social impact indicators for the construction project.

Minimum requirements:

Education:

  • A university degree is required in in civil engineering, construction engineering, architecture or other relevant area.

Work Experience:

  • A minimum of two (02) years of relevant experience, at the national and/or international levels, in project monitoring, site supervision, quality assurance and/or other directly-related technical fields is required.
  • Work experience in public building construction processes and projects with knowledge of supervision, management, programming and planning of works.
  • Work experience in disaster risk reduction construction works and resilient infrastructures; ideally in school reconstruction and/or  education in emergencies.

Language Requirements : Fluency in French and good knowledge of English is required.

  • Good understanding of construction project cycles, from programme needs assessment, through planning, procurement and contracting, monitoring the execution of work and evaluation of project outcomes.
  • Relevant knowledge of housing/public building construction (including design and calculation of building structures) and reconstruction especially in flood prone areas.
  • Good knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of construction issues, ethics and risk management of construction project.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language.
  • Emergency experience, humanitarian experience, understanding of development work, resilient infrastructure experience, education in emergencies, experience in green building standards
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
