HEREBY ORDERS AS FOLLOWS:
CHAPTER I: GENERAL PROVISIONS
Article 1: The present order organises the Technical Teacher Grade one Certificate Examination << CAPIET.
Article 2: (1) The Technical Teacher Grade one Certificate Examination « CAPlET » is an official National Examination organised, at the end of training in Technical Teacher Training Colleges (TTTCs) by the Minister in charge of Teacher Training.
(2) Successful candidates in this Examination obtain the Technical Teacher Grade one Certificate, issued by the Minister in charge of Teacher Training.
Article 3: (1) Only one Technical Teacher Grade One Certificate examination « CAPlET » is organised at the end of each school year.
(2) The dates and registration modalities of the examination are fixed by a Decision of the Minister in charge of Teacher Training. kamerpower.com
Article 4: The Minister in charge of Teacher Training creates the examination centers for the said examination as the need arises.
CHAPTER II: REGISTRATION MODALITIES
Article 5: The following can apply to sit for the Technical Teacher Certificate CAPIET » Examination.
- a) Student-Teachers who were admitted through an Entrance examination in a government or private Technical Teacher Training College and who have completed their training in the School.
- b) Foreign candidates admitted on special status in Technical Teacher Training College.
- c) External candidates who once failed any written session of the Technical Teacher Grade One Certificate CAPlET » examination.
Article 6: (1) Candidates lor the examination are registered in their schools. At the time of registration the candidates choose one of the specialties available in any department opened in their writing centre.
(2) Private candidates deposit their registration documents and write in any GTTTC of their choice with respect to the language of instruction of the school.
Article 7: (1) Eligibility in the examination is conditioned by the payment of an examination fee whose amount is fixed by a Decision of the Minister in charge of Teacher Training.
(2) A registration receipt is issued to all candidates who duly pay their examination fees in conformity with paragraph 1 of the present Article. kamerpower.com
Article 8: Entry into the examination hall is conditioned by the presentation of a School identity Card or with a valid National Identity card including an acceptance slip. These two documents have to be presented at each level required.
CHAPTER III: EXAMINATION PAPERS
Article 9: The list of courses, specialties, examination papers, their duration, their coefficients and their eliminatory marks are defined by particular texts of the Minister in charge of Teacher Training.
Article 10: (1) The Technical Teacher Grade One Certificate examination (CAPlET » comprises three (3) obligatory phases: Teaching Practice, the defence of the Term Paper ! professional project and the written part.
(2) Teaching Practice logically prepares the candidate to present a lesson in class. That is, a theoretical and practical lesson whose mark range is clearly defined in the marking guide. The defence of the Term Paper / professional project requires the candidate to defend in front of a public jury on a Specific topic that was researched on in the course of the year in his specialty. kamerpower.com
(3) Written examinations are based on the syllabuses of GTTTC and take place within a period defined by a Decision of the Minister in charge of Teacher Training.
Article 11: Under the authority of the Ministry of Secondary Education, the Technical Teacher Grade One Certificate examination « CAPIET » questions are designed by National Pedagogic Inspectors based on proposed questions from teachers of Technical Teacher Training Colleges.
CHAPTER IV: ASSESSMENT AND ADMISSION CONDITIONS
Article 12: (1) Written scripts are marked under anonymity.
(2) It is proscribed for any teacher to mark the scripts of his/her students.
Article 13: (1) The performance of each candidate in the written part is evaluated with a mark range of 0 to 20/20, multiplied by the coefficient of the subject in question.
(2) The absence of any candidate is sanctioned with a 0/20.
(3) All candidates absent in any of the previewed phases of the exam are considered to have withdrawn as spelt out in Article 9.
Article 14: (1) Academic performance of the students within the year is taken into consideration during the Technical Teacher Grade One Certificate examination ( CAPIET » excluding his years of failure during the training period.
(2) The average mark of each student is calculated by the Principal of the GTTTC and forwarded to the marking centre with a written report showing annual and general averages with their coefficients.
(3) The school marks considered for external candidate are those of their last written session of « CAPIET.
Article 15: Only candidates who have a mark greater than or equal to 1000 are declared successful by the jury put in place.
Article 16: ln case of failure in the Technical Teacher Grade One Certificate examination ( CAPlET », the candidate that scored at least 14/20 in the presentation of the technical file / professional project can re-use his marks in the next session. kamerpower.com
Article 17: Certificates awarded to successful candidates of the Technical Teacher Grade One Certificate examination CAPIET » by the Ministry in charge of Teacher Training have the following grades:
- Average for all candidates who have a mark greater than or equal to 10/20 and less than 12/20.
- Fairly good for all candidates who have a mark greater than or equal to 12/20 and less than 14/20.
- Good for all candidates who have a mark greater than or equal to 14/20 and less than 16/20.
- Very good for all candidates who have a mark greater than or equal to 16/20.
CHAPTER V: JURIES, MARKING OF SCRIPTS AND PROCLAMATlON OF RESULTS

(2) The chargé de mission, secretariat members. chiefs of marking centres including examiners of written scripts are designated by the Regional Delegate of Secondary Education.
Article 19: (1) In addition to the president, each jury for Teaching Practice Evaluation include: a Supervising Teacher and one teacher for the specialty of the candidate within the examination centre.
(2) In addition to the president, each jury for the defence of Term paperiprofessional project comprises a Supervising Teacher and one language teacher or a teacher of science of education.
Article 20: The distribution of the Technical Teacher Grade One Certificate examination « CAPIET » copies to the different retained marking centres is assured by the Directorate of Examinations and Certification.
Article 21: The marking of scripts, reports of marks, the calculation of totals and averages, just like the harmonisation of performance statistics are done at regional level under the supervision of a National pedagogic inspector designated by the Minister in charge of Teacher Training.
Article 22: The members of the deliberation jury are appointed by the Minister in charge of Teacher Training.
Article 23: (1) Decisions taken by the deliberating jury are sovereign.
(2) Results of the Technical Teacher Grade One Certificate examination « CAPIET » are declared by the Minister in charge of Teacher Training.
CHAPTER VI: TRANSITIONAL, MISCELLANEOUS AND FINAL PROVISIONS
Article 25: Candidates admitted under special conditions also take part in the Technical Teacher Grade One Certificate examination « CAPIET.
Article 26: All errors, fraud or attempt to fraud by any individual be it (a candidate, examiner or third party) shall be punished in accordance with the rules as stipulated by the examination code.
Article 27: The personnel that take part in the Technical Teacher Grade One Certificate examination « CAPIET examinations receive session and fixed allowances as stipulated by the law. kamerpower.com
Article 28: All other dispositions previously taken, are by this order abrogated, notably Decision No.298109/MlNESEC/GE/DECC of 29 December 2009 bearing organisation of Technical Teachers Grade one examination
CAPIET.
Article 29: The lnspector General of Education, the Director in charge of Examinations and Certification, Regional Delegates, Divisional Delegates and Directors of Technical Teacher Training Colleges shall each, in their spheres of jurisdiction, ensure the strict implementation of this Order which shall be registered and published in the official gazette in English and French.
